New Minimum Wage Hike in NCR Takes Effect July 18, 2025

MANILA, Philippines — The Department of Labor and Employment (DOLE) has announced a new wage order increasing the daily minimum wage in the National Capital Region (NCR), set to take effect on July 18, 2025. This latest wage hike is part of the government’s Bagong Pilipinas campaign, aimed at enhancing worker welfare and ensuring fair compensation amid rising living costs.

📈 Wage Order NCR-26: New Daily Rates

Under Wage Order NCR-26, the new minimum wage for non-agricultural workers in Metro Manila will be PHP 695.00 per day. This adjustment covers employees in the following sectors:

  • Manufacturing and industrial firms

  • Retail and service establishments with 15 or fewer workers

  • Businesses that regularly employ fewer than 10 workers

Meanwhile, those employed in the agricultural sector—including farm workers, fishermen, and other agriculture-based laborers—will receive a daily minimum wage of PHP 658.00.

💼 Impact on Workers and Employers

This wage increase is expected to benefit thousands of workers across NCR, providing better financial support for daily needs and family expenses. It also reaffirms the government’s commitment to fostering inclusive growth and promoting livable wages for all Filipino workers.

DOLE urges all employers to comply with the new rates and review internal policies to ensure alignment with labor standards and regulations. Non-compliance may result in penalties and sanctions under labor laws.

🤝 Government’s Push for Economic Equity

The wage hike aligns with the Marcos administration’s broader economic agenda under the Bagong Pilipinas governance framework, which seeks to improve socio-economic conditions through just and fair labor practices.

According to labor officials, the decision to adjust NCR wage levels was influenced by continuous dialogues with labor groups, employers, and other stakeholders, and takes into account inflation, cost of living, and economic trends.
