DOJ Eyes Interpol Cooperation in Flood Control Project Probe

Manila, Philippines — September 6, 2025

The Department of Justice (DOJ) said it is prepared to coordinate with the International Criminal Police Organization (Interpol) if the investigation into questionable flood control projects leads to the filing of charges.

Justice Secretary Jesus Crispin Remulla explained that once cases are formally lodged against implicated officials, contractors, or individuals, the DOJ can request the issuance of a Hold Departure Order or a travel ban. However, for suspects who may have already left the country, international cooperation through Interpol would be pursued.

Remulla said two types of Interpol notices could be utilized: a Blue Notice, which seeks information on the whereabouts of a suspect, and a Red Notice, which serves as a request for the arrest of a wanted person.

At present, the DOJ has only issued an Immigration Lookout Bulletin Order (ILBO) against 43 individuals linked to the alleged anomalies. Among those named are spouses Sarah and Pacifico Discaya, who are also under scrutiny over properties, including a reported collection of around 80 luxury vehicles.

The DOJ stressed that it will continue to coordinate with local and international agencies to ensure accountability in the investigation.
