DPWH Secretary Dizon finds ex-Bulacan engineer guilty of administrative offenses

September 5, 2025 | Manila, Philippines — Public Works and Highways Secretary Vince Dizon has ruled former Bulacan First District Engineer Henry Alcantara guilty of several administrative violations linked to irregular infrastructure projects in the province.

According to the Department of Public Works and Highways (DPWH), Alcantara was found liable for Disloyalty to the Republic and the Filipino People, Grave Misconduct, Gross Neglect of Duty, and Conduct Prejudicial to the Best Interest of the Service. These charges were filed under Sections 63 (A)(1)(d), (f), (h), and A(2)(a), Rule 10 of the 2025 Rules on Administrative Cases in the Civil Service.

“This serves as a stern warning to DPWH officials and employees who take part in ghost or substandard projects. As the president has emphasized, we will not allow corruption in government to go unchecked,” Dizon said in Filipino in a statement released Friday.

Dizon also announced that he would recommend the filing of criminal charges against Alcantara and other individuals implicated in the alleged misuse of public funds. He stressed that administrative sanctions are only the first step, and that accountability must extend to possible criminal liability.

Just a day earlier, Dizon confirmed Alcantara’s dismissal from government service, marking a significant move in the agency’s campaign to address corruption and restore integrity in public works projects.
