📰 ICC Confirms 303 Victim Applications in Duterte Drug War Case

The International Criminal Court (ICC) Registry has confirmed that it received a total of 303 applications from individuals seeking recognition as victims of former President Rodrigo Duterte’s war on drugs in order to participate in the ongoing case proceedings.

According to the ICC’s Victims Participation and Reparations Section (VPRS), while the number of applications is considered limited compared to the overall victims of the anti-drug campaign, it demonstrates the determination of affected families to pursue justice and contribute to the judicial process.

The Registry explained that efforts are underway to inform and assist victims, particularly those already included in earlier ICC proceedings, to ensure a transparent and inclusive process.

📄 Multilingual Applications and Outreach
Application forms were distributed in Tagalog, Cebuano, English, and French, with outreach meetings conducted to explain victims’ rights and the steps required to join the case.

The ICC Registry also confirmed it has begun conducting a preliminary assessment of the submissions. This includes verifying applicants’ identities, assessing the risks they faced, and establishing the connection of their experiences to the alleged crime against humanity of murder filed against Duterte.

Identification documents such as voter’s IDs, barangay IDs, and certified affidavits have been accepted as valid proof, consistent with standards previously approved by the court.

The ICC is scheduled to begin the confirmation of charges hearing against former President Duterte on September 23, 2025.
