Japan Temporarily Suspends COE Applications for Skilled Workers in Food Service Sector

The Immigration Services Agency of Japan has announced a temporary suspension of Certificate of Eligibility (COE) applications for Skilled Workers (SSW) in the Food Service Sector, effective April 13, 2026. This move comes amid a growing influx of foreign workers supporting Japan’s food service industry.

As of the end of February 2026, the number of SSW workers in Japan’s food service sector reached approximately 46,000, approaching the government’s cap of 50,000 expected by May. The increase highlights the critical role of foreign skilled workers in sustaining the country’s food service operations.

The suspension means that no new COE applications for SSW workers in this sector will be processed during this period. The measure aims to manage the current workforce and ensure stability for employers and employees already in Japan.

Prospective applicants planning to work in Japan’s food service industry under the SSW program are advised to monitor official announcements and adjust their application timelines accordingly. While the suspension is temporary, it emphasizes the importance of strategic planning and understanding immigration regulations.

Officials recommend staying updated through the Immigration Services Agency of Japan and consulting immigration experts to navigate this transitional period safely and effectively.

This decision reflects Japan’s continued efforts to balance workforce demand with sustainable immigration management, ensuring the country’s food service industry remains stable and well-supported by skilled workers.
