Kaohsiung Pre-Dawn Shooting Leaves Wanted Fraud Suspect Dead

A 51-year-old man wanted for fraud and theft was fatally shot early Thursday morning in Zuoying District, Kaohsiung City. Authorities identified the victim only by his surname, Luo.

According to police, Luo was walking his pit bull along Lane 688, Wenxue Road, at around 7:00 a.m. when he was confronted by a man dressed in black. Witnesses reported an argument broke out before Luo attempted to run toward his residence about 30 meters away. The assailant pursued him and fired multiple rounds in what investigators describe as an “execution-style” attack.

Luo was struck approximately 12 times, with gunshot wounds to the head, neck, and abdomen. He collapsed face down just outside his home. Family members inside heard the shots and discovered him lying in a pool of blood before contacting police.

At the crime scene, investigators recovered around 12 shell casings. Authorities say the shooter appeared to have been lying in wait. He reportedly parked a white BMW sedan near the home prior to the attack and sped away after the shooting, even crashing through a parking lot barrier while fleeing. Police believe the gunman acted alone.

Investigators suspect a financial dispute may have triggered the killing. Luo had a lengthy criminal record, including multiple fraud cases currently under trial in Kaohsiung courts. Records show he was previously convicted for staging car accidents to claim insurance payouts, including a 2016 case in which he and accomplices used rental trucks and motorcycles to create fake collisions, defrauding insurers of hundreds of thousands of yuan.

Authorities are conducting a manhunt for the shooter and reviewing surveillance footage in the area. An autopsy has been ordered to determine the exact cause of death.
