LTO Chief Vigor Mendoza Orders Crackdown on Abusive Drivers Near NAIA

Manila, Philippines – July 5, 2025 — In a bid to protect commuters and uphold public safety, Land Transportation Office (LTO) Chief Atty. Vigor Mendoza held a meeting with officials of the agency’s Law Enforcement Service to prepare for stricter operations targeting abusive drivers, particularly in the vicinity of Ninoy Aquino International Airport (NAIA).

During the meeting, Assistant Secretary Mendoza directed the enforcement team to increase operations and strengthen their presence at key terminals, including those near NAIA, where complaints of overcharging by some transport service providers have become a recurring concern.

Safeguarding Commuters’ Rights

The move aims to curb reports of excessive fares and abusive behavior from certain public transport operators who take advantage of travelers, especially arriving passengers unfamiliar with standard rates and procedures.

“This initiative is meant to ensure not only fair treatment of passengers but also their safety and welfare,” Mendoza stated, underscoring the agency’s commitment to improving the commuting experience, particularly in high-traffic and tourist-heavy areas like NAIA.

Zero-Tolerance Policy in Effect

Asec. Mendoza emphasized that the LTO will strictly implement a “zero-tolerance policy” against abusive and exploitative transport operators. Those found violating transport regulations—especially those who prey on passengers through illegal fare practices—will face swift and appropriate penalties.

The agency also reminded commuters to report any instances of misconduct to help authorities hold erring drivers accountable and maintain discipline within the transportation sector.

With heightened monitoring and enforcement, the LTO hopes to restore public trust in the country’s transport services and send a strong message that abusive practices will no longer be tolerated.
