Marcos Forms Independent Commission for Infrastructure to Probe Flood Control Scandal

MANILA, Philippines — September 11, 2025. President Ferdinand “Bongbong” Marcos Jr. has signed Executive Order No. 94, creating the Independent Commission for Infrastructure tasked with investigating corruption and irregularities in flood control and other government infrastructure projects.

Retired Supreme Court senior associate justices Antonio Carpio and Estela Perlas-Bernabe will serve as members of the commission. They will be joined by a forensic accountant from SyCip Gorres Velayo & Co. (SGV) to strengthen the technical review of financial records.

The appointees were selected for their reputation, integrity, and expertise, ensuring the credibility of the probe.

President Marcos clarified that the independent body will be composed of four members and emphasized that no active politicians will be included to maintain impartiality.

The commission is expected to begin its work immediately, focusing first on questionable flood control projects that have recently been at the center of public controversy.
