NEWS NOW: Topacio Files Indirect Contempt Petition vs. Gadon Over Remarks on Supreme Court

July 30, 2025 – Manila, Philippines

Prominent lawyer and Duterte supporter Atty. Ferdinand S. Topacio has filed a Verified Petition for Indirect Contempt before the Supreme Court against Presidential Adviser for Poverty Alleviation Lorenzo “Larry” Gadon. The petition stems from Gadon’s alleged public outburst labeling members of the High Court as “Tuta ng mga Duterte” (Lapdogs of the Dutertes).

The petition, filed on July 29, 2025 in Pasig City, cites Gadon’s “highly offensive and outrageous remarks” as a direct affront to the integrity of the judiciary, particularly the justices of the Supreme Court.

Topacio, acting in his capacity as a member of the Philippine Bar, emphasized in the filing that his duty is to help preserve the dignity of the court and uphold its independence from undue attacks. He underscored that Gadon’s public statements violated Section 3, Rule 71 of the Rules of Court, making him liable for Indirect Contempt.

In the “Prayer” section of the petition, Topacio respectfully asked the Supreme Court to cite Secretary Gadon for Indirect Contempt, while also seeking other reliefs deemed appropriate by the Court.

The petition also details that Gadon made the controversial statement after the Supreme Court recently ruled the impeachment complaints against Vice President Sara Duterte unconstitutional, a decision that sparked backlash from Gadon, who implied that the justices were favoring Duterte allies.

As of now, Gadon has not issued a formal response to the petition.
