Philippines Jobless Rate Rises to 5.3% in July, Underemployment Also Up

September 10, 2025 | Manila

The Philippines recorded a sharp increase in unemployment and underemployment in July 2025, according to the latest government labor force survey.

Data showed that the unemployment rate rose to 5.3 percent in July, up from 3.7 percent in June, translating to about 2.59 million Filipinos without jobs. The figure was also higher compared to the 4.1 percent unemployment rate recorded in April this year.

At the same time, the underemployment rate—which measures workers who are employed but still seeking additional hours or jobs—also grew to 14.8 percent in July, from 11.4 percent in June.

The double-digit increase in both unemployment and underemployment underscores lingering challenges in the labor market, despite the country’s economic recovery efforts. Analysts noted that seasonal factors, combined with slowing demand in certain industries, may have contributed to the July surge.

Officials are expected to outline measures to support job creation and improve employment stability in the coming months.
