Manila, July 18, 2025 — The Philippine National Police (PNP) has announced that it will enforce a policy of maximum tolerance during President Ferdinand Marcos Jr.’s fourth State of the Nation Address (SONA) scheduled for July 28.
PNP Chief General Nicolas Torre III confirmed that security preparations are now in full swing, with the police force anticipating various expressions of opinion from the public during the annual address. He emphasized that while protests and demonstrations are expected, the PNP’s primary goal is to ensure a peaceful and orderly event.
“We are preparing extensively to maintain peace and order during the President’s SONA,” Torre said. “We expect people to express their sentiments, and we fully respect that right. Our focus is to maintain order without the use of force.”
Upholding Human Rights and Public Safety
General Torre also gave assurance that the PNP will uphold the protection of human rights during the event. He stressed that law enforcers are under strict instructions to avoid confrontations and to prioritize the safety of everyone involved — from demonstrators to attendees and the general public.
“Even as we prepare for any eventualities, our commitment remains to respect every citizen’s rights. The safety of all individuals is our utmost priority,” he added.
The PNP’s maximum tolerance policy has been a standard directive in major public gatherings, especially during political events such as the SONA. As tensions can occasionally rise during such events, Torre reiterated that officers on the ground are trained to handle the situation with professionalism and restraint.
The public is advised to cooperate with authorities and observe designated areas for protest and public assembly as SONA day nears.
