Rep. Paolo Duterte Declines to Join House Speaker Vote and Minority Bloc: ‘I Know Where I Stand’

MANILA, Philippines — Davao City 1st District Representative Paolo Duterte has opted out of the vote for House Speaker and declined to align with the minority bloc, describing the current political environment in the House of Representatives as a “circus.”

During the opening session of the 20th Congress on Monday, July 28, Duterte delivered a strong statement, criticizing the ongoing power dynamics within the chamber.

“I will not lend my name nor my vote to any side that treats leadership as a prize, not a responsibility,” he declared. “What we are seeing is not governance—it is a game of thrones being played at the expense of the people.”

Rep. Duterte emphasized that his decision was based on principle and a desire to distance himself from partisan maneuvering. By refusing to participate in both the Speaker vote and the formation of the minority bloc, he signaled his disapproval of what he perceives as a lack of genuine public service among his colleagues.

The lawmaker did not indicate whether he would form or join an independent bloc, but said he remains committed to representing the interests of his constituents in Davao City.

His move drew mixed reactions from fellow lawmakers, with some praising his stand, while others questioned the long-term implications of distancing from both majority and minority factions.
