Yilan Township Official Arrested Over Alleged Prostitution and Human Trafficking Ring

Authorities in Yilan have detained a township representative suspected of running an organized prostitution and human trafficking operation disguised as a private business. The investigation has shaken local politics and drawn attention to possible corruption within law enforcement.

Prosecutors confirmed that Zhang Jingcheng, a 56-year-old two-term independent township representative from Jiaoxi and chairperson of a local temple, is under investigation. He was taken into custody after a search of the Jiaoxi Township Representative Office and his service office on September 17. By the early hours of September 18, prosecutors had filed for his detention without visitation rights, citing risks of flight, collusion, and evidence tampering.

Forced Prostitution and Human Trafficking Exposed

Investigators allege that Zhang operated a “private parlor” under the guise of a small restaurant, which in reality served as a call-girl agency. Women, including foreigners who entered Taiwan on tourist visas and others deceived with promises of farm work, were reportedly forced into prostitution.

The case came to light when a foreign woman arrested for prostitution confided to investigators that her sister was still being held against her will. She pleaded for assistance, prompting prosecutors to direct the New Taipei City Investigation Bureau to intervene.

Following the tip, authorities uncovered Zhang’s suspected involvement and seized evidence during the September 17 raid. Several individuals tied to human trafficking have since been questioned.

Political and Corruption Allegations

In addition to indecency and human trafficking charges, Zhang is suspected of misusing his position for personal gain. Authorities are looking into whether he used a privately rented guesthouse to conduct business deals, potentially involving kickbacks or improper benefits from local projects.

Prosecutors are also probing whether law enforcement officers may have provided Zhang with protection. Given the scope of the allegations and the complexity of Jiaoxi’s local industries, investigators have not ruled out expanding the inquiry.

Shockwaves in Local Politics

News of Zhang’s arrest spread quickly through Yilan’s political circles. Fellow township representatives expressed surprise but declined to speculate, stating the matter should be left to the courts.

Due to the principle of confidentiality in ongoing cases, the Yilan District Prosecutor’s Office has refrained from releasing further details.

The investigation continues as prosecutors work to determine the full extent of Zhang’s alleged crimes and whether other officials or individuals were complicit.
