Five Struggling Private High Schools Ordered to Shut Down Amid Low Enrollment, Poor Performance

TAIPEI, July 19, 2025 — The Ministry of Education has officially approved the closure of five underperforming private senior high schools after years of dwindling enrollment and failure to meet improvement targets. The decision was made during the 8th meeting of the Ministry’s 2nd Exit Review Committee for Private Senior High Schools and Above.

The five schools slated for closure include:

  • Miaoli County Private Dacheng High School

  • Tainan City Private Xinrong High School

  • Miaoli County Private Xiande Industrial and Commercial School

  • Miaoli County Private Yumin Industrial and Commercial School

  • Changhua County Private Daqing Industrial and Commercial School

Following legal procedures, all directors from the respective school boards have been removed, and the legal entities managing the schools have been ordered to reorganize their boards.

According to the Private School Delisting Ordinance, schools identified for special counseling are given a two-year improvement period. If they fail to address the issues during that time, they face delisting and closure. The five institutions in question failed to meet the required standards after their improvement deadlines expired.

Effective at the end of the 114th academic year, all five schools will cease operations and are prohibited from enrolling new students starting from the 115th academic year.

The Ministry’s latest data reveals that four of the five schools already have no students or full-time teaching staff:

  • Miaoli Dacheng High School has zero students and teachers, with only one person handling administrative tasks.

  • Miaoli Xiande and Yumin Industrial and Commercial Schools also have no students or teachers, each with only one support staff member.

  • Tainan Xinrong High School has 9 students, 5 full-time teachers, and 3 staff.

  • Changhua Daqing Industrial and Commercial School still serves 129 students with 7 full-time teachers and 6 staff.

The Ministry emphasized that student placement is not an issue, as all students at Xinrong High School will graduate by the end of the 114th academic year, while the other four schools are expected to be student-free by the end of the 113th school year.

Regarding personnel arrangements, the Ministry stated that it will work closely with the restructured school boards to ensure fair treatment of faculty and staff. This includes processing severance, retirement, and resignation packages in accordance with existing labor and retirement laws to safeguard their rights.

The closures underscore the Ministry’s continued effort to maintain educational standards and ensure responsible management within the private school system.
