Taipei, Taiwan — September 6, 2025
Premier Cho Jung-tai announced on Saturday that holders of an Alien Permanent Resident Certificate (APRC) will be eligible to receive a NT$10,000 (US$328) cash subsidy under the government’s new economic resilience program, set to roll out next month.
The confirmation came a day after the Presidential Office enacted amendments designed to strengthen Taiwan’s economy amid U.S. tariff pressures. Until Cho’s statement, there had been uncertainty over whether foreign permanent residents would be included in the scheme.
Cho explained that, consistent with previous nationwide cash aid programs, APRC holders will be covered. Their inclusion, however, has pushed the handout budget higher—by NT$1 billion—bringing the total allocation to NT$236 billion.
The handout initiative originally came from the opposition bloc, which used its legislative majority to raise the overall budget for the resilience package from NT$545 billion to NT$570 billion. The increase did not include the government’s earlier proposal for aid to state-run Taiwan Power Company.
According to Cho, the Legislative Yuan is expected to deliberate on the budget for the handouts next week. Once the plan is approved, distribution could begin within a month and run for up to seven months.
