August 25, 2025 – A contractor reportedly tied to President Ferdinand Marcos Jr. has been identified as the company behind a controversial government project along Kennon Road in Tuba, Benguet, which the president earlier criticized as “useless.”
Records from the Department of Public Works and Highways (DPWH) show that 3K Rock Engineering lists engineer Francis Cuyop as its general manager. Cuyop, who founded the construction firm as a sole proprietorship, began operations on January 27, 2000.
Cuyop also entered the political arena, running as a congressional candidate for the lone district of Ifugao in the May 2025 elections under the Partido Federal ng Pilipinas (PFP), the political party led by Marcos. He lost to Atty. Solomon Chungalao.
Despite the political connection, President Marcos stressed that his administration’s crackdown on irregularities in government infrastructure projects would spare no one. He emphasized that both political allies and opponents would be held accountable for alleged anomalies, particularly those involving questionable flood control initiatives.
