Justice Secretary Remulla: Discaya Couple’s Testimonies Still Lacking Without Supporting Evidence

Justice Secretary Jesus Crispin “Boying” Remulla said the testimonies provided by Curlee and Sarah Discaya regarding alleged irregularities in flood control projects remain insufficient on their own to stand as solid evidence.

Remulla explained that while the couple is under provisional coverage of the Witness Protection Program, their statements alone cannot fully substantiate the claims. He stressed the need for additional supporting documents—such as notes, ledgers, and financial records—as well as continued cooperation in answering the Department of Justice’s inquiries during the ongoing case buildup.

The Discayas, who have been linked to the controversial flood control projects, are currently classified as “protected witnesses.” However, their testimonies must still be reinforced with secondary evidence to establish credibility.

Remulla also revealed that he is exploring ways to secure the return of Pacifico Discaya, believed to be a key figure in the case. He admitted that the review and evaluation process will take time, underscoring the complexity of what could be the largest corruption case in the nation’s history.
