SONA: Marcos Confirms Full Rollout of Zero Balance Billing in DOH Hospitals

July 28, 2025
President Ferdinand Marcos Jr. announced that all necessary arrangements for zero balance billing in Department of Health (DOH) hospitals are now in place. Patients under basic accommodation will no longer have to worry about settling hospital bills, as the government has already covered the expenses.

In his statement, the President emphasized that patients do not need to seek help from any other office or individual. The billing process is completed at the hospital itself.
“Everything is taken care of right in the hospital. There’s no need to go elsewhere or ask for help. We have implemented zero balance billing. Services under basic accommodation in our DOH hospitals are now free. Patients won’t pay anything because your bill has already been paid,” he said.

This development is part of the administration’s effort to provide accessible and affordable healthcare to all Filipinos, particularly those from low-income sectors. The zero balance billing policy supports the government’s universal health care agenda and strengthens the role of PhilHealth in ensuring comprehensive medical coverage in public hospitals.
