Taiwan Strengthens Protection for Foreign Workers Against Abuse and Harassment

The Taiwan Ministry of Labor has recently reinforced laws to ensure the safety and protection of foreign workers in the country. These measures target abuse, harassment, and human trafficking, holding agents, brokers, and employers accountable.


Penalties for Violations

  1. Sexual Abuse, Harassment, and Trafficking

    • If a labor agent, broker, or employer is found guilty of sexual abuse, harassment, or trafficking of a foreign worker, the penalties include:

      • Fines ranging from NT$300,000 to NT$1.5 million

      • Permanent ban from working as a labor agent

  2. Employer Misconduct

    • Employers found guilty of sexually abusing or harassing employees will face:

      • Ban from hiring foreign workers for 2–5 years

      • Lifetime ban for repeat offenses

  3. Failure to Report Known Abuse

    • Agents or brokers who know of abuse but fail to report it within 24 hours will be fined NT$60,000 to NT$300,000.
